More plausible that it was made by Panelli.
The older queen's eye is darkened
Thee are spcing and height differences in the letters
Denomination letters are thinner
They are generally found with heavy cancels
A very crude set from an unknown forger.
These were also made as "proofs" with large margins. Some without the value which are obviously added after from the above.
