The set was issued in denominations of 500, 1000, 2500, 5000, 10000 and 25000 Rubles in both perfed and imperforates..
It seems that this bogus issue was prepared in Udine Italy.
The “forgeries” of the originals are thought to have originated in Belgium.

I have some doubt that this is the only source as samples of a set with rough perfs and a very crude one can also be found.

The original stamp is always on top with 2 forgeries below
There is an obvious loss of detail in the forgeries.
Of note the letters on the right side are joined together unlike in the original

The left forgery is rougher in detail.
The 5 in 2500 is different in both.

The letters vary from the original, in particular the middle crossbar of the E's

The left forgery has a loss of detail and minor letter differences plus the rough perfs.
The right one is very crude with no relationship to the others.
In some cases we may have literally forgeries of the forgeries which is not uncommon.
This bogus issue with overprints "OCCUPATION AZIRBAYEDJAN" on stamps of Russian Empire issued in 1908-1917 were produced unofficially by private parties in 1919.
I have seen the set advertised as bogus and on a prestigious auction for $750 but the more reasonable value is probably no more than a few dollars per stamp
